Chief Master Sgt. William G. Whipple accepts a certificate from Brig. Gen. Harold Reed, deputy adjutant general, and assumed position as the new State Command Chief for Wyoming at a transfer of authority ceremony conducted at the Joint Forces Readiness Center Aug. 3, 2013, in Cheyenne, Wyo.
